Hello Guys, I am having the exact same issue with some DLC, I bought BL2 GOTY Edition from Steam with all the included packages, but the creature Slaughterdome still says Not Downloaded and on some others also, like you indicate in your Screenshots, Thank you for them BTW

It said there were two files that would be redownloaded. In going back into Rocksmith, the three Slash songs were still locked. I went into the properties, DLC and it shows all three songs with a check in the 'Install' column but 'Not Installed' in the last column. I exited out of Rocksmith and restarted it but it still won't download the three Yea already checked firewall settings. Woke up this morning and its still not working. I even uninstalled and re-installed the game. Now I appear worse off than before. As now I don't have ANY DLC installed. The game re downloaded just fine. Just not the DLC.
