Chrome pdf viewer not downloading properly

These pdf files will open using Adobe Reader on my XP pro system and Win7 system using the supported/latest readers on those systems. So i know the pdf's are good. I tried to copy the pdf's to the C drive and that did not help. There are some pdf files on my D drive that will open. So I know that Reader DC is installed correctly.

I have read a lot of activity about MS Edge "hijacking" the setting as to which app opens PDF files. I do NOT have that problem. Adobe Reader DC is set as my default app to open PDF files, and that works well. However, there are times when I am on a website that has a links to either VIEW the document or SAVE the document.

I'm wondering if anyone else here has had this issue on a virtual desktop environment where printing PDF files from Google Chrome does not work?
